Concrete: Basic and Advanced Engineering Information - blog*spot

Concrete is a basic building block of our everyday world. It's used in almost every type of structure that we build today. This engineering guide to concrete will give you a variety of information about concrete, including some best practices for various situations.

  • Concrete is one of the most prevalent building materials known to man. From roadways to houses and just about everything in between, you?ll find concrete in it somewhere. Many people believe that cement and concrete are the same thing. They aren?t. Each has properties that make it distinct from the other, and these properties are what make them useful in different applications. When concrete is poured, being basically a liquid, it needs something to keep it in the shape that you want or need. You?ll read about what these are and how they are used and cared for. The process by which concrete solidifies is known as curing. How curing occurs and what occurs during the curing process will be discussed. Advanced concrete building concepts such as pre-cast homes and expansion joints will be discussed in detail. How do you know how much concrete a specific job will require? You?ll find out how to make this determination. Concrete by itself is pretty strong, but there are ways to make it even stronger, and these will be discussed below. The use of concrete in areas that experience seismic activity is very prevalent, but there are certain precautions that must be taken in this type of area that aren?t required in other areas. Concrete is affected by weather and environmental conditions. Concrete preservation is important and you?ll read about some methods for concrete preservation. This Engineering Guide to Concrete will present you with some best practices to make your use of concrete more efficient and productive by giving you a more thorough understanding of concrete.

  • The Various Types of Concrete and Cement

Before discussing the various types of cement, an introduction to concrete and how it is made will give you a firm groundwork to begin your study. Portland cement composition and manufacturing will be discussed. Once we have this groundwork established, we will begin by looking at self-compacting concrete. Engineered cementitious composite (CEC) is a type of concrete compound that is flexible, a unique property that makes it useful for a variety of uses. This concrete product and its uses will be discussed below.
  • The Use of Forms in Concrete Construction

Concrete is considered a liquid. As a liquid, it tries to find its lowest point. This means that without a way to keep concrete where you want and in the shape that you want it in, it?s a pretty useless building material. Keeping control of concrete is accomplished by the use of forms. These can be wood, metal, or a variety of other materials. The basics of concrete formwork will be discussed. Next you?ll read about how people in the concrete construction industry use and reuse forms. Once you know the basics of what forms are and how they?re used and cared for, the next logical step is to learn about the newest types of forms that are being used in the field.

  • All about the Concrete Curing Process

The process by which concrete dries and thus hardens is called curing. The curing of concrete and cement is an exothermic one. This means that heat is given off as the concrete hardens. In this section you will become familiar with this curing process. You will also be presented with a number of tips to help your poured concrete cure properly. Cold, wet environments present some challenges to the curing process.

  • Advanced Concepts of Concrete Building

Many houses and buildings are built with slab foundations- foundations which aren?t just around the perimeter of the house, but are under the whole house. For most houses and buildings, a single slab will suffice. However, much larger houses and buildings, even in non-seismically active areas, need to be able to move and settle. This is accomplished with expansion joints. The theory and practice of expansion joints will be thoroughly discussed below. One way to obtain greater strength and insulation when building residential buildings is by the precast method.

  • Calculations When Using Concrete

You want to build a patio, but you need to figure out how much concrete you will need for it. How do you figure that out, in such a way that you don?t either have to keep going back to the home improvement store for more bags of concrete or call the cement supplier and ask for another truck? There are calculations, which will be discussed below, that will tell you how many cubic yards you need and how many bags that translates into.

  • Making Concrete Stronger

By itself, concrete is pretty strong. But when it?s used as a building material, it doesn?t have enough strength to have the required amount of longevity. Add in outside stresses such as wind and rain, and it begins to look almost weak. There are many different ways in which concrete can be engineered that greatly enhance the underlying strength of the concrete. Some of these engineering methods that can be put into practice include glass fiber and steel reinforcing, to name a few.

  • New Earthquake and Structural Concrete Specifics

Seismic activity is the single greatest factor in decreasing the longevity of concrete structures. Using pre-stressed concrete or one of the other methods of reinforcing the concrete structure is one way to ensure that a concrete structure will remain standing during an earthquake. There are a number of methods that concrete engineers have at their disposal to make concrete structures earthquake resistant. Some of these methods will be discussed below.
  • Preserving and Repairing Concrete

Whether you?re responsible for maintenance on a bridge, a house, or any other type of structure that contains concrete, preservation of the structural integrity of that structure?s concrete should be of prime importance to you. Many environmental factors affect the longevity of the concrete portions of the structure. Cracks are the main enemy of concrete and you?ll be given information on what causes cracks and how to repair cracks in foundations and other areas of your building.

US committed to AIDS-free generation: Clinton

US Secretary of State Hillary Clinton vowed Monday that the United States will step up the fight against HIV, insisting it was working towards the goal of achieving an AIDS-free generation.

Amid worrying research showing that resistance to AIDS drugs is growing in parts of Africa, Clinton unveiled more than $150 million in new funding to battle the pandemic.

"The United States is committed and will remain committed to achieving an AIDS-free generation. We will not back off, we will not back down," Clinton told participants at the International AIDS Conference in Washington.

"We will fight for the resources necessary to achieve this historic milestone," she added, dismissing criticism that the United States was not serious in its bid to fight the 30-year pandemic.

Some 1.5 million people died from the disease last year, and some 34 million people globally are living with HIV, according to the latest UNAIDS report.

However, about one in five people are not aware of their status and are most at risk of spreading the disease.

Clinton said people and governments had to break the chain of transmission, urging men to have voluntary circumcisions and calling for HIV-positive pregnant women to get the right treatment to spare their babies from infection.

"This is a fight we can win. We have already come so far, too far to stop now," she said, drawing loud applause and cheers from the audience.

In an AIDS-free generation, almost no child would be born with HIV, adults would be at a lower risk of becoming infected, and if they get HIV they would have treatment to stop them developing AIDS and passing it on, she said.

The 19th International AIDS Conference is expected to draw 25,000 people, including politicians, scientists, activists and HIV sufferers.

Held every two years, the conference has returned to the United States for the first time since 1990, after being kept away by laws that barred people with HIV from traveling to the country. The ban was lifted in 2009.

US President Barack Obama has faced some criticism for deciding not to attend, but Clinton insisted the administration was steadfast in its support.

She said the United States was giving some $40 million towards a program for male voluntary circumcision in South Africa, $80 million towards supporting care for HIV-positive pregnant women and $15 million for research into intervention efforts.

A further $20 million will help launch a fund to support expansion of services in various countries, while $2 million will bolster civil society group efforts to reach key populations.

Doctors Without Borders welcomed Clinton's commitment to turning around the epidemic, but said that more funds for research were needed.

"All donors need to reverse their flat funding for global HIV/AIDS so we can speed up scale-up and reach the one in two people in urgent need of treatment that still do not have access," the group said.

Deaths and infections are down in the parts of the world most ravaged by the disease, while the number of people on treatment has risen 20 percent from 2010 to 2011, reaching eight million people in needy countries.

But this is only about half the people who should be on treatment.

In 2011, global spending on AIDS was $16.8 billion, far short of the $24 billion needed by 2015, according to UN estimates.

Leading philanthropist Bill Gates, who has committed nearly $4 billion of his computer fortune to the fight against HIV/AIDS, said treatment alone will never end the pandemic.

"It is clear that even if you take the most efficient way of doing this work -- the number of people who will eventually need to be on treatment, the amount of money we have is not enough to treat those people," he said, urging better prevention tools, including a vaccine.

Scientists also signaled concern Monday in a report published in The Lancet of a rising HIV-drug resistance, in much the same way as some bacteria have become immune to antibiotics.

Tiny genetic mutations that make HIV immune to key frontline drugs have been increasing in eastern and southern Africa, the researchers warned.

"Without continued and increased national and international efforts, rising HIV drug resistance could jeopardize a decade-long trend of decreasing HIV/AIDS-related illness and death in low- and middle-income countries," they said.

While international scientists shared the latest advances at the US meeting, singer Elton John told participants that reducing stigma and shame would also help cut back on the deadly disease.

"We need more than money. We need more than medicine," he said. "What we need now is more love for the living."

Go Green and Reduce Your Water Bill | Go Green Living Tips

Cutting back on the amount of grass you have to water is a great way to help cut back on water usage and your water bill. Here are some ideas to work with your existing lawn.

First decide how much lawn you want left. Next decide how you want to frame that area and what type of design or theme you want to do with the rest of it.

Say you want to use bricks to line the grass you want left. Create your design and lay the bricks around that area. Use some grass killer to spray over the remaining grass you no longer wish to have.

Using a tiller, till up the grass you have just sprayed. This will help the grass killer get into the soil to help prevent the grass from re-rooting. Once the soil is tilled up, you will lay down a weed blocker mat/tarp. This helps to prevent enough nutrients getting into the soil for weeds or grass.

Now you will lay down rocks or sand over the tarp. If you want to have a more tropical theme, you can plant a palm tree just outside the grass area you are keeping and lay sand down over the tarp to finish the look. Of course instead of bricks lining the grass area, I would recommend using some bigger rocks. Then I would say buy a few boulder style rocks to put in the middle of the sand in various places. You can also put in some stepping stones so that you can walk through your own desert oasis.

Another look is choosing a type of rock for landscaping. You can find a wide variety at your local home improvement store like Home Depot or Lowes. You will want to buy enough so that your rocks are at least three inches deep. If you want to use rocks I recommend using something like bricks to line the grass area you are keeping to help give it some contrast.

This is your yard, have fun with creating a look that expresses you and/or your family. This is a great way to turn your household into a greener household as well. You will be surprised to see how much you can cut your water bill just buy reducing the amount of lawn you need to keep watered.

India, Bangladesh test waters again

Silchar, July 17: India and Bangladesh are on happy waters again after reviving a protocol to use the neighbouring country?s rivers.

The sailing of cargo ships from Calcutta river port to the trading town of Karimganj in Assam along the Indo-Bangladesh border is all set to resume this week amid much fanfare.

The annual event of sailing of cargo vessels from Calcutta?s Jagannath ghat port is generally flagged off in May when pre-monsoon showers help the ships to cruise through both Bangladeshi and Indian rivers. But it got delayed this year as the navigation protocol on inland transit and trade between India and Bangladesh, facilitating cargo movement through the territorial river waters of the adjoining nation, expired on March 31 and a new one was not signed till July 2.

The shipping companies of both the countries heaved a sigh of relief when the secretary of shipping in India, Pradip Kumar Sinha, and his counterpart in Bangladesh, Abdul Mannan Haoladar, signed the protocol on July 3.

With all impediments now removed, one ship each from both the countries is ready to set sail from the Calcutta river port in a day or two, Bijendra Kumar Das, the assistant manager of the Central Inland Water Transport Corporation Limited, Karimganj river port, said.

A highlight of the two-year navigation protocol, which will continue till March 31, 2014, is that India has agreed to pay an annual fee of Rs 10 crore to Bangladesh to conserve some mutually chosen territorial rivers. This tariff in the last protocol was Rs 5 crore.

Besides, India has agreed to allow Bangladeshi cargo vessels sailing from West Bengal to ply upto Badarpur river port in south Assam, 30 km from Karimganj, on the Barak river, which is National Waterway 6. Earlier, the cargo vessels used to ply only between Calcutta and Karimganj river port, a distance of about 1,300km.

The Badarpur river port had got a much-needed facelift a few years ago with a central grant of Rs 8 crore as part of a plan to upgrade it into a full-fledged river port. Under this plan, a jetty was modernised and a new warehouse was built.

Das said usually two types of cargo ships ply between Calcutta and Karimganj ? the smaller cargo ships which can carry 500-600 tonnes of goods and the double cargo vessels which ferry about 1,500 metric tonnes. Last year, seven cargo ships plied between Calcutta and Karimganj during the monsoon months.

In terms of energy consumption, the diesel requirement for a steamer is 10 litres per metric tonne, which is cheaper compared to the road journey from Calcutta to south Assam, where 40 litres of diesel are used in hauling each tonne of goods.

A vessel on this route usually takes 11 days to cover the distance. The route has two customs gates at Sheikhberia and Jakiganj in Bangladesh.

The inland water corporation has plans to ply cargo steamers beyond Badarpur river port to Silchar and Lakhipur ports on the Barak, the second biggest river in the Northeast.

During the British rule, the Steamer Navigation Service company used to ply cargo ships upto these two ports but such journeys came to a halt in the wake of the 1965 Indo-Pakistan war. It was resumed in 1972.

While India exports coal, marble tiles, fresh fruits, stainless steel, sanitary wares, ceramic goods and dry chillies through the river route in Bangladesh, it imports fruit juices, cement, hilsa, aerated water, melamine products and dry cell batteries.

Analysis: Fallout from JPMorgan loss may have just begun

NEW YORK (Reuters) - Jamie Dimon will do his best to put the "London Whale" trading flap behind him on Friday when JPMorgan Chase & Co reports earnings, telling Wall Street that the bank has capped losses from the bad trades and found the key risk management flaw behind the positions.

But that doesn't mean the firm is off the hot seat.

Former employees and experts outside the bank say JPMorgan may be underplaying deeper management problems. Senior executives at the bank missed multiple red flags at the group responsible for the bad trades, including high turnover among risk managers, that raise questions about how far up the chain blame should be assigned.

"One would think issues would have been escalated internally," said Leslie Rahl, managing partner of Capital Market Risk Advisors and a former derivatives head at what is now Citigroup. "If there's not more disclosure about the governance on Friday, they still have questions that need to be answered."

JPMorgan declined to comment on any aspect of ongoing investigations or on responsibility for the losses.

Dimon and his team on Friday plan to disclose more about the bad derivatives bets its Chief Investment Office made on portfolios of corporate bonds, bets likely to cost the bank $4 billion to $6 billion, according to a source. The update will come as the bank reports second-quarter results that Chief Executive Jamie Dimon said were on the whole "solidly profitable.

Dimon has moved quickly to distance himself from the losses and determine who to blame. As part of an internal investigation, bank executives were asked to draw up lists of risk managers and other executives who bear responsibility, a source said.

JPMorgan plans to attribute the losses in large part to a flaw in the way it tracked and limited risk-taking in the CIO, the source said. Instead of limiting risks for every individual trader as is standard on Wall Street, the bank assigned limits to groups of traders, allowing individuals to take outsized positions.

Ina Drew, who ran the Chief Investment Office and was deeply trusted by Dimon, has resigned, and a number of her lieutenants have had their trading terminals revoked, sources said.

"A RIGHT TO RELY ON THEM"

Dimon testified to Congress last month that "complacency" following years of success at the CIO led him and others to miss signals about the office's money-losing trades. "This synthetic credit portfolio did earn several billion dollars of income in the three or four years before it just lost some of it," Dimon told the Senate Banking Committee on June 13.

In addition to blaming Drew for the surprise loss, Dimon went on to criticize his chief financial officer, the bank's risk managers and others in the chain of command for failing to alert him to the risk that was accumulating.

"I have a right to rely on them," he said.

Barry Zubrow, who was chief risk officer from late 2007 until this January, the period when the CIO ramped up its risk appetite in London, appears to be most vulnerable to criticism, said people inside and outside JPMorgan.

Another problem for Zubrow: his brother-in-law Irvin Goldman was top risk manager in the CIO from February until he was replaced in May. Zubrow, who now heads corporate and regulatory affairs, did not return a call for comment.

The bank's chief financial officer is Douglas Braunstein. A long-time investment banker with an expertise in mergers and acquisitions, not in trading, Braunstein has been the CFO since mid-2010.

Braunstein is scheduled to give his usual presentation when the bank posts earnings on Friday, signaling to outsiders that Dimon does not assign much blame for the losses to his CFO.

Whatever Dimon says on Friday, a host of international regulators and agencies are probing the trading mishap, including the U.S. Securities and Exchange Commission, the UK's Financial Services Authority, the FBI, the Federal Deposit Insurance Corp., the U.S. Commodity Futures Trading Commission, the U.S. Treasury's Office for the Comptroller of the Currency, and the Federal Reserve Board and Federal Reserve Bank of New York.

AN UNUSUAL STRUCTURE

Dimon established the CIO in 2005 and asked Drew to manage it. The office, which now oversees about $350 billion of cash, has an unusual mandate: it is supposed to hedge the entire bank's risk, but can also take big bets to goose profits. Few banks allow the same group to do both.

The group earned billions of dollars during the financial crisis, but there were signs of trouble. In the past six years, there have been at least five different heads of market risk management within the CIO.

"It probably was a management mistake that no one asked why people were leaving," said a former senior risk manager at the bank.

One reason for departures may have been that pay was relatively low, at least by Wall Street standards, according to two people familiar with the group. The head of market risk within a business line at JPMorgan receives $1 million to $1.5 million of annual compensation, while traders who they monitor can make multiples of that amount. (Drew was awarded $31.5 million over 2010 and 2011, but the bank is likely to try to take at least some portion of that money back.)

The risk officers at the CIO also may have felt dual loyalties, sources said. The chief executives of the business lines at JP Morgan work side-by-side with the chief risk officer in picking their departments' risk managers, several sources said. That may create conflicts in a position that demands independence.

New executives appointed in the past few weeks, including Drew's replacement, Matt Zames, have moved quickly to build a new risk management structure for the CIO and the corporate bank. Dimon, in congressional testimony on the loss, called Zames a "world class risk manager."

"When we make mistakes, we take them seriously and often are our own toughest critic," he testified last month.

Another key question for most outside observers was why the bank avoided standard Wall Street practice by allowing traders to take massive positions. One trader in the CIO took big enough positions in credit derivatives markets to earn the nickname "London Whale."

"Limit structures are usually written down, and traders come in every morning knowing how much they are allowed to buy," said one senior banker with trading and risk-management experience at JPMorgan, who asked for anonymity. "If you can drive four Mack trucks through it sideways, I don't think that's a limit structure."

Incentives for traders also are worth investigating, said one former risk manager. In Dimon's congressional testimony, he said traders in the CIO were not paid on a formula that encouraged profits over risk reduction.

A former executive, however, said traders in the CIO had incentives to swing for the fences, at least when he was in that office. Their bonuses were determined in part by their ability to outperform an internally created index of the return on a standard bank treasury portfolio. The executive said he did not know if the index was still used, and bank spokesmen declined to comment.

Earth's past warmth is no get-out clause

CLIMATE scientists have long held that the past 2000 years were almost uniformly cool. Now it seems they were wrong. The 1st century AD looks to have been as warm as today, and the world gradually cooled from then on, right up until the industrial era (see "Tree rings suggest Roman world was warmer than thought").

Climate change denialists, who have never accepted that we are in unusually warm times, will say "told you so". They may also claim that scientists are trying to have it both ways - whatever past temperatures were, they are still evidence of global warming today.

Yet once again, they would be misrepresenting the evidence. The new finding confirms the primacy of human-made carbon dioxide emissions in the warming of the past century. A long-term downward trend in temperature makes it even less likely that recent warming could be due to normal variability.

Human activity seemingly snuffed out the natural cooling, caused by orbital wobbles, that was carrying us into the next ice age. We may or may not regard that as good news. But we cannot deny that our hand is still on the thermostat, and is cranking it in the wrong direction.

(AP) ? After being rather exposed in "Magic Mike" the movie, Channing Tatum is teasing his audience with the possibility of "Magic Mike" the musical.

The 32-year-old American actor is working on plans to turn the big screen stripper story into a theater production. Tatum, a former stripper himself, says he hasn't "cracked what the actual show is" yet, but the one thing he knows is that he wants the musical version to be "very interactive."

The film, directed by Steven Soderbergh, is about the exploits of a group of male strippers at a club in Tampa, Florida.

Tatum was in London with co-star Matthew McConaughey for the European premiere of the movie on Tuesday evening.

"Magic Mike" opens in the U.K. on Friday.

Chief of troubled brokerage left suicide note

(AP) ? Employees of an Iowa-based brokerage firm that has been unable to account for $220 million in customer money found their boss in his car at company headquarters, with a tube connecting the vehicle's tailpipe to the interior, authorities said Tuesday.

Peregrine Financial Group filed for bankruptcy protection Tuesday, a day after founder and Chairman Russell Wasendorf Sr. was discovered with a suicide note that prompted investigators to notify the FBI, which is conducting a preliminary inquiry.

Black Hawk County Sheriff Tony Thompson declined to discuss the contents of the note, except to say it was "a form of documentation that caused alarm, at least concern for us to get federal authorities involved."

Emergency crews were not sure how long Wasendorf had been in the running car. A police report said he was breathing but incoherent when rescuers took him to an Iowa City hospital, where he was reportedly in a coma.

The day after Wasendorf's suicide attempt, the Commodity Futures Trading Commission, the company's top federal regulator, filed fraud charges that accused him and his firm of misusing customer funds and failing to keep them separate from company money. Later Tuesday, the company filed for Chapter 7 bankruptcy protection in federal court in Chicago. The bankruptcy filing was signed by Wasendorf's son, Russell Wasendorf Jr. The younger Wasendorf was the company's president and chief operating officer.

The events are sure to bring more scrutiny to an industry still smarting from the implosion of MF Global, former New Jersey Gov. Jon Corzine's futures firm, which was missing billions in customer cash when it collapsed in October.

Peregrine customer Kevin Davey said the allegations, if true, violate a bedrock principle of futures trading. Traders are confident in their brokerages because they believe that nobody will touch the money in customer accounts.

"The whole industry is based on that," Davey said.

Peregrine helped customers buy, sell and trade foreign currency and futures and options ? investments whose value changes based on the expected future price of food and energy commodities and other investments.

The commission said Peregrine falsely reported to the agency that it held $220 million in customer funds when it actually had only $5.1 million. The agency is asking the court to freeze the firm's assets and appoint a receiver to take over Peregrine. Regulators forced Peregrine to freeze customer accounts on Monday.

In a statement to clients, the firm acknowledged the elder Wasendorf's suicide attempt but provided no information on his condition, saying only that his actions provoked investigation of "some accounting irregularities."

Neither a spokeswoman for Peregrine nor the firm's attorneys responded to a call seeking comment.

FBI spokeswoman Sandy Breault said the bureau is gathering facts on the matter as a first step before launching a possible full investigation.

Peregrine was sued in February in federal court in Minnesota over the company's relationship with customer Trevor Cook, who is now serving a 25-year sentence for his role in what the lawsuit called "one of the largest Ponzi schemes in Minnesota history."

The receiver accused Cook and his confederates of stealing more than $190 million from more than 1,000 investors, many of whom were completely ruined financially. Wasendorf's company allowed Cook to open and manage trading accounts "in the face of overwhelming red flags of fraud or insolvency," the lawsuit said.

Cook and his associates ultimately lost more than $30 million.

The suit alleged that Peregrine should have known since Cook became a customer in 2006 that he was "a suspicious and high-risk customer and business partner." In 2001, Cook was sanctioned by the National Futures Association for "conduct reflecting a lack of honesty." The suit is pending in federal district court.

Also in February, the company and its executives paid $700,000 to settle charges by the futures association, the regulator that shut it down this week. The association alleged that Peregrine had failed to supervise brokers that made deceptive sales pitches and sought big commissions at the expense of customers.

That helped convince Phil Flynn, at the time a broker with Peregrine, to leave the firm after five years.

"For me, that was a big red flag to start looking for another firm," said Flynn, who now works with Price Futures Group in Chicago. "My only regret is that I didn't act faster."

Flynn said there were other strange things about working for Peregrine: He learned about the company's problems in newspapers, not directly from management.

And he said Wasendorf Sr. gave an awkward, rambling speech at the company's most recent Christmas party about his early business career and what it takes to become a success.

"It was kind of a downbeat thing for a Christmas party, kind of out of place and weird," he said.

Flynn said some firm employees referred to Wasendorf's inner circle as "Wasendorfians." He said the chairman was often surrounded by underlings who treated him "like he was the rock star of the firm, with great deference."

Wasendorf built an $18 million headquarters for the company that included a daycare center, a Montessori School for employees' kids and free breakfast and lunch, Flynn said.

"It was almost unbelievable," he said of the facility's opulence.

After the failures of MF Global and Peregrine, Peregrine customer Davey said traders are beginning to lose faith in regulators' ability to safeguard their money.

MF Global filed for bankruptcy protection in October after it was crippled by disastrous bets on European debt. A bankruptcy trustee is still trying to recover $1.6 billion in money missing from MF Global's client accounts.

"People's confidence was shaken last October," Davey said. "Now it's really put a dagger into a lot of people's hearts."

He said he has talked to people who might stop trading because they don't know whom they can trust with their money.

"The effect is going to be on some of these smaller retail accounts that provide a fair amount of volume and money to the markets," he said. "They might dry up and say 'I'm not even going to try playing this game.'"

Peregrine had assets of $500 million to $1 billion and liabilities of $100 million to $500 million, according to its bankruptcy filing. It had between 10,000 and 25,000 creditors.

Flynn said he was amazed that regulators failed to catch the problem earlier, given the scrutiny of firms like Peregrine after MF Global's downfall.

"It's mind-boggling to me," he said. "They're talking about new regulations, but that doesn't get to the crux of the problem. The crux of the problem is, where's the money? You say you have X amount of dollars. Where is it?"

Report: Rome-approved bishop detained in China

>>> back to politics and foreign policy . china is an easy target for mitt romney as he tries to woo voters who are frustrated over the unemployment rate and slow recovery here at home. here is romney in ohio last month.

>> well, on day one i will label china a currency manipulator and that will allow me to apply tariffs where they steal our intellectual property and kill jobs.

>> james is a national correspondent for "the atlantic" magazine and author of " china airborne" and has lived there for many years off and on. and vijay is a correspondent for "the economist" and author of "need, speed and greed." both have spent a lot of time in china . thanks so much. what is your take, because you come at this not from a political perspective, of what mitt romney says about what he would do about china and about what we really need to do about china . i think you think there's a disconnect.

>> two things are almost certainly true. one is if governor romney becomes president romney , he will not do what he's saying on the campaign trail, just because almost every candidate runs against china being tougher on them but when they get in office it's more or less the same policy. second, the bigger problem for america may be china 's troubles in the next year or two rather than its just unstoppable success because you know the economy there is having lots of strains, political system is under strain. it's a little bit different from the way he's portraying it.

>> vijay, the slowdown in their growth rate , they still are growing faster than we are, but the phenomenal growth rate has slowed considerably and that becomes a problem eventually for us.

>> it does. the world will be envious of a 6% growth rate which is considered a slowdown in china . but they have a lot of people to keep fed. so for them it's a real crisis. i think coming to the point about romney , not only will he find it difficult to implement, for example, branding them a currency manipulator on day one. that's something he said many, many times. if you actually look at what's happened to chinese exports, the account surplus used to be 10% gdp at its peak, less than 3% last year. currency has appreciated 30% in real trade weighted terms. in other words, the actual facts don't support the assertion. a lot of that has to do with the fact we're at the end of cheap china . china wages are going up, regulatory burden is increasing. it's becoming a middle income country, not just the sweat shop to the world. china itself is grappling with the transition from being again a sweat shop economy to being more of an innovation economy. that's a very difficult transition. that's part of what's the challenge in china .

>> similarly, the obama campaign , let's do a little fact-checking on that. this is their new ad out today attacking the romney campaign for outsourcing.

>> what a president believes matters. mitt romney 's companies were pioneers in outsourcing u.s. jobs to low wage countries. he supports tax breaks for companies that ship jobs overseas. president obama believes in in-sourcing. he fought to save the u.s. auto industry and favors tax cuts for companies that bring jobs home. outsourcing versus in-sourcing. it matters.

>> so we're talking about the whole bain attack. they think it's working. the polls seem to indicate it's working. but the reality of that?

>> certainly if you look at the bain record during romney 's time there, it had big successes and some failures. i think this is sensible for the obama campaign to promote. also, it's true that during the last year or two of president obama 's watch, manufacturing has had some kind of recovery in the united states . whether or not he can take direct credit for that is a whole more complex issue. but this is the natural, anybody in the president's position would be making this ad.

>> is it fair to attack -- is it accurate to attack mitt romney for outsourcing from his days at private equity ? i know that's a complicated question.

>> there's a couple things that the ad is problematic. one, there's a decision between offshoring where you send factories overseas, and outsourcing which can be to an i.t. company down the road. so the ad conflates those two things. the second thing is during the time when he ran bain , they did make investments in companies that were good at outsourcing but take a broader perspective. if the u.s. were to pass a law saying we don't want any offshoring or outsourcing, what would actually happen is that american companies would become less competitive. versus foreign competitors. this is not a realistic proposition.

>> the stronger point they made in some bain ads is that romney got a lot of profit even when the companies were failing. i think that probably is powerful.

>> to be continued, i hope you will come back. thanks a lot.

An Ounce of Prevention?Using an Eldercare Attorney is a Smart ...

Well intentioned people often make well intentioned mistakes.? This axiom is especially true when dealing with an elderly family member?s finances and legal matters.? You have all heard the expression ?a little knowledge is a dangerous thing?? this is certainly true when listening to your neighbor or your brother-in-law speak about Medicaid eligibility and spend down allowances. Not going to a professional is one of the most costly mistakes one can make.? With the cost of nursing homes skyrocketing to as much as $14,000 a month, professional guidance is worth its weight in gold.?

An eldercare attorney recently told me that five years ago his practice primarily consisted of assisting families plan for Medicaid and making sure they had the proper medical power of attorney, living wills, trusts and wills prepared. Now, he spends most of this time trying to undo mistakes that people unwittingly made.?

One common mistake is divestiture of assets.? There is a big difference between gifting to your children and grandchildren under the IRS guidelines, and the gifting regulations under Medicaid. Below are the IRS guidelines taken directly from their web-site.

How many annual exclusions are available?
The annual exclusion applies to gifts to each done. In other words, if you give each of your children $11,000 in 2002-2005, $12,000 in 2006-2008, and $13,000 on or after January 1, 2009, the annual exclusion applies to each gift.

What if my spouse and I want to give away property that we own together?
You are each entitled to the annual exclusion amount on the gift. Together, you can give $22,000 to each donee (2002-2005) or $24,000 (2006-2008), $26,000 (effective on or after January 1, 2009).?

Medicaid, however views these gifts differently.? If any transfer of assets, or gifts, occurs within 5 years of applying for Medicaid, those monies are subject to a penalty. Medicaid doesn?t care that the money was used for college tuition or to help a family member purchase a home.? If the money came out, it must be returned, even if it?s not readily available.

To learn more about some common mistakes and how to avoid them, please read Eight Common Mistakes Families Make As A Loved One Ages, written by Eric Goldberg, Esq., ?and Medicaid Pittfalls, written by Harold Grodberg, Esq.? One more piece of advice; now that you understand the importance of seeking legal assistance, make sure you go to an elder-law specialist.? Elder-law is a dedicated field of study and it is important to seek the assistance of an attorney whose practice is devoted to this specialization.

94% Moonrise Kingdom

All Critics (165) | Top Critics (41) | Fresh (154) | Rotten (10) | DVD (1)

Anderson never loses his core themes - young love, the need to escape, the bind and bluster of family. His "Kingdom" may not be large, but it is perfectly appointed.

Though undeniably smart and charming, "Moonrise Kingdom" loves itself the way the callow Holden Caulfield loves himself: unconditionally. Salinger understood the problem with that. Anderson may not.

The latest unadulterated delight from Wes Anderson, director of "Rushmore," "The Royal Tenenbaums" and "Fantastic Mr. Fox."

The usual complaints and caveats about Anderson - he's precious, his characters have no grounding in the real world - can be made about Moonrise Kingdom, but so what?

Anderson and his actors are able to convey more genuine feeling through these devices than most filmmakers can with more-traditional means.

One knock against some of Anderson's previous efforts is that they're too clever - so clever, in fact, that the humanity gets sucked out of them. That doesn't happen here.

Intermittently amusing, distinctive, not always easy to digest

Moonrise Kingdom left me thunderstruck. ... Anderson contrasts a world in disorder with a well-pitched campsite, where everything is in its right place.

Anderson's movies work best if they're about kids or cartoon animals.

Among the all-stars, Edward Norton made me repeatedly chuckle, and it's always a pleasure to see Bruce Willis when he's not operating in paycheck-whore mode.

A sweetly kooky ode to the intensity of young love. The movie balances broad comedy with occasionally surreal quirk, while still holding the emotional center.

The adults who are so desperate to return the kid fugitives to their care actually envy the children's freedom, irresponsibility and, yes, love -- in a word, their youth: The kingdom that makes exiles of us all.

The frustrating Anderson is improving, and he may one day shed the collegiate hipster aura that infuses his work.

The plot isn't as fetching as the presentation, starting with the tersely whimsical dialogue. There aren't punch lines for big laughs, but rather a seamless series of non sequiturs for smiles.

It's funny, it's touching, it's Anderson doing what he does better than he's ever done before.

Wonderfully inventive and entirely immersing.

The great thing about Wes Anderson, other than his fabulously childlike imagination, is his deep attention to the smallest details.

This isn't Wes Anderson's best effort by any stretch. However, any Anderson is better than no Anderson at all.

This film contains some of cinema history's best lightning strikes.

Wes Anderson's films are stylistic carbon copies of each other, merely swapping out storylines and characters. It's like going to a bunch of different restaurants and ordering the exact same meal -- you walk in knowing what you're going to get.

Most of Wes Anderson's previous pictures came from the head; Moonrise Kingdom is one from the heart.

Moonrise Kingdom is a charming reminder of Anderson's particular talent for spinning fantasies about the collective childhood we all wish we had.

As fussy as anything Anderson has ever done, but instead of being overstuffed, as virtually all of his movies have been, for good and ill, [the film] is mostly delicate.
